About the SOAP

The Slaughterhouse Operators Association of the Philippines (SOAP) is a non-government organization with office address at 3772 Sinilyasi Street cor. Lapulapu Extension, Kaunlaran Village, Caloocan City.
Through a memorandum of understanding, the Laguna Lake Development Authority offered, and the SOAP agreed, to develop, establish and operate a pilot Compliance Assistance Center for Slaughterhouses within the Laguna de Bay Region (LdBR) io assist them to comply with environmental legal requirements.
Through the Memorandum of Agreement, SOAP agrees to act as host and manager of the Compliance Assistance Center for Slaughterhouses. SOAP shall have the following functions and responsibilities:

Manage the CAC for slaughterhouses in the Laguna Lake Region in accordance with its Manual of Operations;

Provide space, competent personnel, counterpart resources and other basic amenities for the CAC;

Set up and update the CAC data base;
-
Prepare an annual plan of activities, including performance standards.

Prepare a logical framework (LOGFRAME) for the operation of the CAC for slaughterhouses
-
Coordinate with the LLDA and other environmental agencies on the build up and updating of information materials for the CAC;

Administer the CAC Website;
-
Act professionally and with dispatch on queries and request for assistance from slaughterhouses;

Conduct information dissemination on the CAC among the slaughterhouse in the LLDA jurisdiction;

Draft and adopt a Manual of Operations and a Monitoring and Evaluation Manual for the CAC, subject to the review by LLDA;

Ensure that the CAC prepares records of queries and subsequent actions on such queries;

Ensure that the CAC follows up matters for action concerning environmental issues involving slaughterhouses as referred to LLDA
-
Prepare periodic reports on the operations of the CAC, in accordance with the Manual of Operations, with copy being furnished to the LLDA;

Responsible for recruiting and selecting staff for the CAC;

Ensure the smooth operations of the CAC;

Evaluate and monitor the operations of the CAC; and
-
Initiate measures to sustain the CAC, including a program that will generate revenue needed for the continuous operation of the CAC
